23今吾賤買而賤賣 借如每斤 官以三錢得之 則以四錢出之 鹽商 私買於竈戶 利其賤耳지금 우리가 헐하게 사고 헐하게 팔아서, 가령 관에서 근斤마다 3전錢으로 소금을 사면 4전錢으로 방출하는 것이니, 염상鹽商들이 사사로이 조호竈戶에게서 소금을 사는 것은 그 값이 헐한 것을 이롭게 여기는 것이다.
24賤不能減三錢 竈戶均爲得三錢也 寧以予官乎그러나 값이 헐하더라도 3전錢 이하로 내려가지는 않을 것이니, 조호竈戶가 똑같이 3전錢을 받는다면 편안히 관청에 주겠는가?
25將以予私商而犯法乎아니면 사사로이 상인에게 주어서 법을 범하겠는가?

30食之於鹽 非若饑之於五穀也음식에 있어 소금이 필요한 것은 굶주릴 적에 오곡이 필요한 것과는 똑같지 않습니다.
31五穀之乏 至於節口幷日 而況鹽乎오곡이 궁핍할 때에도 입을 절제하여 하루치를 이틀에 나누어 먹는데, 하물며 소금에 있어서이겠습니까?
32故 私販法重 而官鹽貴 則民之貧而懦者 或不食鹽그러므로 소금을 사사로이 파는 법이 엄중해지고 관청에서 파는 소금이 비싸지면, 백성들 중에 가난하고 나약한 자들은 혹 소금을 먹지 않게 될 것입니다.
33往在浙中 見山谷之人 有數月食無鹽者지난번 제가 절중浙中에 있을 적에 보니, 산골에 사는 사람들 중에 몇 달 동안 소금 없이 밥을 먹는 자가 있었습니다.
34今將榷之 東北之俗 必不如往日之嗜鹹也 而望官課之不虧 疎矣장차 소금을 전매專賣한다면 동북 지방의 풍속은 반드시 지난날처럼 소금을 많이 먹지 않을 것인데, 나라의 세금이 줄어들지 않기를 바란다면 이것은 매우 소략한 생각입니다.
35且淮浙官鹽 本輕而利重 雖有積滯 官未病也 今以三錢爲本 一錢爲利 自祿吏, 購賞, 修築廒庾之外 所獲無幾矣 一有積滯不行 官之所喪 可勝計哉또 회남淮南과 양절兩浙의 관염官鹽은 본전이 적게 들고 이익이 많아서 비록 소금의 판매가 적체되더라도 관에서 근심하지 않았는데, 이제 3전錢을 본전으로 삼고 1전錢을 이익으로 삼는다면, 관리에게 녹봉을 지급하고 부정하게 소금을 파는 자들에게 현상금을 걸고 또 소금창고를 수리하고 건축하는 데 드는 비용을 제외한다면 얻는 수익이 얼마 안 될 것이니, 조금이라도 적체되어 팔리지 않는다면 관에서 입는 손해를 어찌 이루 다 계산할 수 있겠습니까?

  1. 역주1 上文侍中論榷鹽書: 王文浩의 《總案》에는 이 글이 熙寧 8년(1075) 11월에 쓰여진 것으로 되어 있다. 그러나 본문 중에 ‘今太原韓公’이라는 한 句가 있어서 이 글이 熙寧 9년 2월 이후에 쓰인 것임을 알 수 있다. 본문의 韓公은 韓絳인데 그가 太原의 知事로 제수된 것이 熙寧 9년 2월이기 때문이다. 이때 蘇軾은 知密州事로 있었다. 文侍中은 文彦博(1006~1097)으로 字가 寬夫이며 汾州 介休(現 山西省 介休縣) 사람이다. 仁宗 天聖 5년(1027)에 進士로 출사하여 監察御史 등의 요직을 거쳤으며, 仁宗 慶曆 말년(1048)에 宰相에 제수되었다. 熙寧 연간에는 王安石의 변법에 극력 반대하여 지방관으로 좌천되었고 끝내 벼슬에서 물러났으나 낙양에 거처하면서 富弼, 司馬光 등과 함께 신법을 반대하는 주요 세력을 이루었다. 潞國公으로 봉해졌으며 諡號는 忠烈이다. 侍中은 門下侍中으로 文彦博이 中書門下平章事를 지냈기 때문에 이렇게 칭한 것이다.
  2. 역주2 留守侍中: 留守는 본래 황제가 출행하거나 친정할 적에 親王이나 大臣으로 하여금 京師에서 정사를 대행하게 하는 관직을 이른다. 宋代에는 京師뿐만 아니라 陪都와 行都에도 모두 留守를 두어 대신이나 지방관으로 하여금 이를 맡게 하였는데, 당시 文彦博이 北京留守를 겸하고 있었기 때문에 이렇게 말한 것이다. 陪都는 도성 외에 별도로 세운 도성으로 고려시대 平壤을 西京으로 둔 것과 같으며, 行都는 외적의 침입이나 내란을 피하기 위해 임시로 세운 도성이다.
  3. 역주3 受恩三世: 文彦博이 仁宗, 英宗, 神宗의 세 조정에서 관직을 역임하였기 때문에 이렇게 말한 것이다.
